In the historical record
Turning points this leader shaped, or that shaped them.
Who they are
Girija Prasad Koirala served as Nepal's Prime Minister four times — 1991–1994, 1998–1999, 2000–2001, and 2006–2008 — making him the most consequential democratic figure in modern Nepali history. He was the leader who signed the Comprehensive Peace Accord with the Maoist movement in November 2006, ending a decade-long civil war that killed over 17,000 people. He presided over the Interim Constitution of 2007 and chaired the government that oversaw the abolition of the monarchy in 2008. He died on 20 March 2010, three days after leading the successful campaign to elect Nepal's Constituent Assembly. His half-sister Sujata Koirala and later Sher Bahadur Deuba continued as Nepali Congress leaders after him.

Public Record
What they promised
Democratic governance, economic development, and eventually peace — the Comprehensive Peace Accord was the culmination of his political career.
Delivery Record
The CPA (2006) and the framework for Nepal's transition to a federal republic. His most important delivery came at the end of his career.
Strengths & Weaknesses
Strengths
Signed the CPA ending the Maoist civil war. Successfully negotiated the transition from monarchy to republic. Experienced negotiator with both domestic and international actors.
Weaknesses
Multiple corruption allegations during early PMs. Nepali Congress under his leadership failed to complete a full term in parliament. Known for personalised party leadership style.
Legacy score breakdown
An earlier single-composite model, kept for continuity. It is being replaced by the six separate measures above.
Transparency, ethical conduct, financial accountability
Domain expertise, qualifications, proven ability
Delivery on stated promises and measurable results
Clarity and credibility of long-term direction
Demonstrated citizen confidence based on evidence
Relevance and credibility with voters under 35
Specificity and realism of policy positions
Current reach and impact across Nepal
Future Relevance
Koirala's legacy defines the standard against which Nepali Congress leaders are still measured. His role in ending the civil war is the most significant domestic political achievement in Nepal's modern history.
Relevance to Young Nepal
Koirala is historical background — the generation that built the republic. Young Nepalis inherited the peace he negotiated but largely see NC as part of the establishment he helped create.
Long-term Impact
Nepal has a constitution, a republic, and peace partly because of Koirala's negotiating role in 2006. His decision to negotiate with the Maoists rather than wait for military defeat changed the country.
What could change this profile
A royalist restoration movement or significant political realignment could change the calculus.
