RSP Government — 60 Days In: What Has Changed, What Hasn't, What the Data Shows

The RSP government took office on 27 March 2026. Sixty days later, Nepal Next assesses the government's record against its specific campaign commitments.

Civil Service Reform (Committed: merit-based appointments, end political appointments)
Three senior secretary positions have been filled through competitive examination rather than political appointment — the first time this has happened since 2006. Twelve other positions remain vacant pending the new process. Progress: early positive, insufficient to judge systemic change.

Infrastructure (Committed: road connectivity in all 77 districts by 2030)
The government has released the first tranche of the District Connectivity Fund (NPR 2 billion). Road project reviews have been ordered in 23 districts to assess work quality on existing contracts. No new major contracts signed yet. Progress: preparatory.

Anti-Corruption (Committed: asset declarations for all ministers and top officials within 30 days)
All 23 cabinet ministers have filed asset declarations with the Commission for Investigation of Abuse of Authority — completed within the 30-day window as promised. Progress: commitment met.

Energy (Committed: 10,000 MW installed capacity within 5 years)
The Nepal Electricity Authority has been directed to begin a full grid capacity review. No construction or financing announcements yet. Progress: planning phase.

Diaspora (Committed: Labour Diplomacy Initiative, diaspora investment fund)
Preliminary negotiations have opened with Malaysia and Qatar on revised labour agreements. The diaspora investment fund legislation is under drafting by the Finance Ministry. Progress: early stage.

Overall Assessment: The RSP government has avoided the corruption of transition — no early signs of cronyism in appointments. The civil service reform signal is genuine. Structural changes of the kind promised (infrastructure, energy, diaspora) require 12-24 months minimum to show results. Nepal Next will publish quarterly assessments.
